2019年6月17日晚， “推特治國”的川普表示移民與海關執法局（ICE）要掀起新一輪非法移民驅逐浪潮。他在推特上稱，下週起將有數百萬的非法移民被驅逐出境，即使是申請政治庇護期間，也不被允許呆在美國，要回到墨西哥去等待移民案件的審核。此次行動將集中在已被聯邦法官下達了最後的驅逐令，但仍滯留在美國的100多萬非法移民。

同時川普透露，除了墨西哥，危地馬拉也正準備簽署一份安全第三方協議（Safe Third Agreement）。 “安全第三方協議”是關於安置難民的協議，協議規定就地安置難民：難民和政治庇護者，首次踏上該國就得在該國申請難民/政治庇護，不能跨越入境的首個國家申請。危地馬拉一旦簽署，意味著途徑危地馬拉的中南美洲難民將不能再向美國申請。而美國和加拿大曾在2004年簽署過該協議。

面對川普的四面圍堵，華人非法移民又將何去何從？對此劉龍珠律師希望藉媒體發聲：

· 非法移民≠罪犯

首先非法移民不是罪犯。罪犯是觸犯刑法的犯罪分子。而非法移民是指在不具備所在居留國法律允許的前提下居住，生活以及工作，在當地接受教育，既包括那些以非法渠道進入國家的偷渡客，也包括那些以合法渠道進入發達國家，超過可停留時間後沒有返回原本居住國家的人。

非法移民特別是華人非法移民從沒有殺人放火也沒有搶劫強姦，在美國一直遵紀守法低頭做人。但是因為種種原因，他們在美遲遲沒有獲得合法身份。可是華人非法移民多年辛勤勞動早已把美國當成第二故鄉。現在川普的大棒一揮，他們馬上就要背井離鄉妻離子散。

非法移民建設美國， make America great again，何負于美哉！

· 如何自保

首先請看地圖避免移民站檢查，參見附錄全美移民檢查站，

但如果避免不了請看如下：

1. 你有權力不說話，但是你必須告訴移民局你不想說話。

2. 保持冷靜，不要逃跑。

3. 你有權不同意移民局搜索你的車子。

4. 當移民局把你的車子攔下來時，如果他們要求，你必須顯示你的駕駛執照，註冊單和保險單給他們看。

5. 當他們問你的移民身份時，你有權力保持沉默。你不必回答你是否是美國公民，或是如何進入美國（但是如果你是在邊界或機場，必須要回答那問題）。

6. 如果你不是美國公民，但是有綠卡或有效 簽證 ，當被要求時您必須顯示給移民局看。

7. 永遠不要說謊你是美國公民或是提供虛假的文件給移民局。

8. 當移民局把你羈押時，你有權保持沉默，你有權利請一個律師，但政府不會為你提供一個律師，必須自己花錢請律師。

9. 在未與律師談話之前，絕對不要簽署任何的文件。

10. 寫下你能記住的一切事情，包括移民局官員的徽章編號，任何證人的信息。如果被移民局官員打傷要拍下所有的照片。
