台灣外來旅客登記表 10月1日起全面改為網路填寫。

為提升入境效率並減少紙本使用,自2025年10月1日起,所有外來旅客入境台灣時,必須事先於網路上完成「外來旅客登記表」(Arrival Card)填寫,現場紙本表格將全面取消。

移民署指出,過去旅客在飛機上或抵達機場後,多需填寫紙本入境登記表,不僅耗時,也經常出現字跡不清、遺漏資訊等情況,增加海關與移民官的審查時間。隨著電子化系統成熟,加上旅客多已習慣線上操作,當局決定全面改為網路填報。

新制上路後,外籍旅客須於出發前上網填寫個人基本資料、護照資訊、航班號碼及在台地址等內容,並提交電子表單。填寫完成後,系統將自動生成紀錄,入境時移民官可直接於電腦系統查詢,免去紙本文件的繁瑣流程。

移民署表示,網路登記平台將提供多國語言版本,旅客可於登機前或抵達前隨時填寫,最晚需於入境當日完成。對於不便上網的少數旅客,機場也將設置「自助登錄區」,提供電腦與行動裝置協助填報,確保不影響通關。

官方強調,這項措施有助於加快通關速度,減少旅客排隊時間,同時也響應環保,預計每年可節省數百萬張紙本表格的印製。

旅行業者則提醒,未事先上網填寫登記表的旅客,可能在入境時花費較多時間完成電子填報,建議旅客在出發前就完成手續,以免影響行程。

隨著10月1日新制即將上路,台灣各大機場與航空公司也已加強宣導,確保外來旅客能順利適應新規定。

Taiwan to Require Online Arrival Card for All Foreign Visitors Starting October 1

To improve entry efficiency and reduce paper usage, beginning October 1, 2025, all foreign travelers entering Taiwan must complete the Arrival Card online in advance. Paper forms will be completely phased out at ports of entry.

According to the National Immigration Agency, passengers previously had to fill out paper arrival cards on the plane or at the airport, a process that was time-consuming and often plagued by illegible handwriting or missing information, which delayed customs and immigration inspections. With the maturation of digital systems and travelers’ increasing familiarity with online procedures, authorities decided to switch entirely to electronic submission.

Under the new system, foreign visitors must submit personal information, passport details, flight number, and address in Taiwan online before departure. Once completed, the system generates an electronic record that immigration officers can access directly, eliminating the need for paper forms.

The agency noted that the online platform will be available in multiple languages. Travelers can complete the form anytime before departure or upon arrival, but it must be submitted no later than the day of entry. For those without internet access, airports will provide self-service kiosks with computers and mobile devices to ensure smooth processing.

Officials emphasized that the measure will help speed up immigration clearance, shorten waiting lines, and support environmental goals by saving millions of paper forms each year.

Travel industry representatives reminded visitors that failing to complete the form online in advance may lead to delays upon arrival. They recommend finishing the procedure before departure to avoid disrupting travel plans.

With the October 1 rollout approaching, Taiwan’s airports and airlines have stepped up promotion efforts to ensure foreign travelers adapt smoothly to the new requirement.
