北加州發行量最大報紙舊金山紀事報(San Francisco Chronicle)於9月12日在第A14版刊出駐舊金山台北經濟文化辦事處朱永昌副處長呼籲聯合國及國際民航組織不應排除台灣參與的投書乙則。
朱副處長在這篇題為「不應排除臺灣參與」(Don’t exclude Taiwan)的投書中指出: 台灣與加州的關係堪稱具全球示範的重要性：台灣是加州的第三大貿易夥伴和第十四大農產品市場。台灣是世界第21大經濟體，也是人工智慧和半導體領域的領導者-生產全球超過60%的晶片。台灣大多數半導體大廠都在加州和美國投資。
此外，台灣是東亞的航空樞紐，每週有51個直飛舊金山和臺灣的航班。
因此，加州參議會最近通過一項決議案(SR63)，指出臺灣「有能力和意願為國際社會做出貢獻，並致力於有意義地參與重要的國際組織」。
第80屆聯合國大會將持續開議到9月29日。國際民航組織大會將於9月23日至10月3日在加拿大蒙特婁舉行。
然而，聯合國及所屬的國際民航組織卻持續將臺灣排除在外。這種不公不義的排除，源於中國對聯合國大會第2758號決議的惡意扭曲，並不當與其所謂「一中原則」掛鉤，將該決議武器化，藉以阻擋臺灣的國際參與。事實上，聯大第2758號決議並未提及台灣，該決議僅解決中國在聯合國的代表權問題，並未述及台灣是中華人民共和國的一部分，也未賦予中華人民共和國在聯合國體系代表台灣的權利。
我們呼籲聯合國體系應改正此一作法，承認臺灣在國際舞台應有的地位，並接納其參與相關會議。唯有攜手合作，才能共創更美好、光明的未來。為了全球社會的福祉，台灣已準備貢獻出它的力量。
駐舊金山辦事處表示，舊金山紀事報是北加州最大的主流報紙，紙本發行量約25萬份，影響力廣泛。這篇投書係該報連續第二年刊出經文處有關臺灣參與UN及ICAO等重要國際組織之投書。
Don’t exclude Taiwan
Taiwan’s relationship with California is an exemplary demonstration of its importance on the global scale: Taiwan is California’s third-largest trading partner and 14th-largest agricultural market.
Taiwan is the world’s 21st-largest economy, and a leader in artificial intelligence and semiconductors — producing over 60% of the world’s chips. Most of Taiwan’s leading semiconductor companies have invested in California and the United States.
Moreover, Taiwan is a central aviation hub in East Asia, with 51 direct flights each week between San Francisco and Taiwan.
As such, the California state Senate recently passed a resolution stating that Taiwan has “the ability and willingness to contribute to international society, and strives toward meaningful participation in important international organizations.”
The 80th U.N. General Assembly runs through Sept. 29. The International Civil Aviation Organization Assembly will be held from Sept. 23 to Oct. 3 in Montreal.
However, the U.N. and the aviation group, a U.N. agency, continually exclude Taiwan based on a misinterpretation of U.N. Resolution 2758. While the resolution has been weaponized as a “one China principle,” it actually does not mention Taiwan, nor ascribes China any right to represent Taiwan.
We call on the United Nations to correct this and include Taiwan in its assemblies.
Only by working together can we create a brighter future. For the betterment of our global community, Taiwan is ready to chip in.
