\u5730\u65b9\u57ce\u5e02\u548c\u79c1\u71df\u4f9b\u6c34\u96f6\u552e\u5546\u63d0\u4f9b\u4f9b\u6c34\u548c\u5730\u4e0b\u6c34\u6279\u767c\u7ba1\u7406\u670d\u52d9\u3002<\/p>\n<p>\u70ba\u4e86\u5c65\u884c\u8077\u8cac\uff0cSanta Clara Valley Water District \u9084\u5fc5\u9808\u78ba\u4fdd\u4f9b\u6c34\u548c\u6c34\u58e9\u514d\u53d7\u5730\u9707\u548c\u81ea\u7136\u707d\u5bb3\u7684\u7834\u58de\uff0c\u9632\u6b62\u6c34\u9053\u4e2d\u51fa\u73fe\u6709\u6bd2\u3001\u6709\u5371\u5bb3\u548c\u6709\u6c61\u67d3\u7269\u8cea\u30022008\u5e74\uff0c\u6c34\u52d9\u7ba1\u7406\u5340\u555f\u52d5\u6700\u5148\u9032\u7684Water Quality Lab(\u6c34\u8cea\u5be6\u9a57\u5ba4\uff09, \u914d\u5099\u5c08\u696d\u6280\u8853\uff0c\u6aa2\u6e2c\u5206\u6790\u548c\u6e05\u9664\u6709\u6bd2\u548c\u6c61\u67d3\u7269\u8cea\uff0c\u88fd\u9020\u5b89\u5168\u98f2\u7528\u6c34\u3002\u5be6\u9a57\u5ba4\u6240\u9032\u884c\u6240\u6709\u6aa2\u6e2c\u53d7\u5230\u76e3\u63a7\uff0c\u4ee5\u7b26\u5408\u56b4\u82db\u7684\u5dde\u548c\u806f\u90a6\u5b89\u5168\u8981\u6c42\u3002 Water Quality Lab\u627f\u64d4\u8ddf\u8e64\u548c\u7dad\u8b77\u6cb3\u6d41\u3001\u6c34\u5eab\u548c\u76c6\u5730\u5730\u4e0b\u6c34\u7684\u5b89\u5168\u98f2\u7528\u6a19\u6e96\u4ee5\u53ca\u8ff4\u5708\u6c34\u7684\u54c1\u8cea\u7684\u91cd\u4efb\u3002<\/p>\n<p>\u591a\u5e74\u4ee5\u4f86\uff0c\u5728\u6700\u5bf6\u8cb4\u537b\u53c8\u6700\u4e0d\u53d7\u91cd\u8996\u7684\u8cc7\u6e90-\u6c34\u4e0a\uff0c\u52a0\u5dde\u7d93\u6b77\u4e86\u8d77\u8d77\u4f0f\u4f0f\u300219\u4e16\u7d0020\u5e74\u4ee3\uff0c\u96a8\u8457\u8fb2\u696d\u7684\u8208\u65fa\u767c\u5c55\u9020\u6210\u5730\u4e0b\u6c34\u7684\u8fc5\u901f\u67af\u7aed\uff0c\u52a0\u5dde\u4eba\u7b2c\u4e00\u6b21\u611f\u53d7\u5230\u4e7e\u65f1\u6240\u5e36\u4f86\u7684\u58d3\u529b\u3002\u4ed6\u5011\u958b\u59cb\u8208\u5efa\u6c34\u5eab\u548c\u6c34\u58e9\u4f86\u89e3\u6c7a\u6c34\u77ed\u7f3a\u7684\u554f\u984c\uff0c\u4e26\u4e14\u958b\u59cb\u958b\u767c\u57fa\u672c\u7684\u7bc0\u6c34\u548c\u88dc\u6c34\u65b9\u6cd5\u300219\u4e16\u7d0050\u5e74\u4ee3\u548c60\u5e74\u4ee3\uff0c\u5de5\u696d\u5316\u548c\u793e\u6703\u7684\u98db\u901f\u767c\u5c55\u9020\u6210\u66f4\u5177\u6bc0\u6ec5\u6027\u7684\u6c34\u77ed\u7f3a\u3002\u70ba\u4e86\u89e3\u6c7a\u9019\u4e00\u554f\u984c\uff0c\u7e23\u958b\u59cb\u5f9eSierra Nevada\u5f15\u5165\u6c34\u6e90\u3002\u76f4\u5230\u76ee\u524d\uff0c\u9019\u4ecd\u7136\u662f\u672c\u7e23\u4eba\u53e3\u4f9d\u8cf4\u7684\u4e3b\u8981\u6c34\u6e90\u4e4b\u4e00\u3002<\/p>\n<p>Santa Clara\u7e23\u7528\u6c34\u4f86\u6e90\u5206\u89e3\u5982\u4e0b\uff1a<\/p>\n<p>\u00b7 30%- \u7576\u5730\u6c34\uff0c\u4f86\u81ea\u6d41\u5165\u6c34\u5eab\u3001\u6c60\u5858\u548c\u6cb3\u6d41\u7684\u5730\u4e0b\u6c34\u548c\u964d\u96e8\uff1b<\/p>\n<p>\u00b7 55%- \u5916\u5f15\u6c34\uff0c\u4e3b\u8981\u4f86\u81ea Sierra Nevada\u548cSacramento-San Joaquin River Delta\uff1b<\/p>\n<p>\u00b7 5%- \u8ff4\u5708\u6c34\uff0c\u76ee\u524d\u6240\u5360\u6bd4\u4f8b\u6700\u5c0f\uff0c\u4f46\u91cd\u8981\u6027\u548c\u5be6\u969b\u61c9\u7528\u537b\u65e5\u898b\u63d0\u9ad8\u3002\u5b83\u5c0d\u65bc\u4e00\u500b\u64fa\u812b\u4e7e\u65f1\u7684\u6c34\u7cfb\u7d71\u5f88\u91cd\u8981\uff1b<\/p>\n<p>\u00b7 10%- \u901a\u904e\u6e1b\u5c11\u4f7f\u7528\u91cf\u800c\u7bc0\u7701\u4e0b\u4f86\u7684\u6c34\u3002<\/p>\n<p>\u96a8\u8457\u4e7e\u65f1\u4ee5\u4e0d\u65b7\u60e1\u5316\u7684\u72c0\u614b\u9032\u51652014\u5e74\uff0c\u6211\u5011\u7121\u6cd5\u7e7c\u7e8c\u4f9d\u8cf4\u8207\u904e\u53bb\u76f8\u540c\u7684\u88dc\u6c34\u65b9\u5f0f\u3002\u7e7c\u7e8c\u5c07\u5916\u5f15\u6c34\u4f5c\u70ba\u4e3b\u8981\u4f86\u6e90\u4e0d\u662f\u73fe\u5be6\u7684\u6216\u53ef\u6301\u7e8c\u7684\u89e3\u6c7a\u65b9\u6848\u3002\u55ae\u55ae\u7bc0\u6c34\u672c\u8eab\u7684\u6548\u7387\u4e0d\u8db3\u4ee5\u4fdd\u8b49\u4f9b\u6c34\u7684\u5145\u8db3\u30022012-2013\u5e74\uff0cSanta Clara County \u4f7f\u7528\u4e86\u5927\u7d04362,700 \u82f1\u755d-\u82f1\u5c3a\u6c34\u3002 \u622a\u6b622\u67081\u65e5\uff0c\u964d\u96e8\u53ea\u6709\u5e73\u5747\u91cf\u768421% (1.61\u82f1\u5bf8), \u5730\u65b9\u6c34\u5eab\u5132\u6c3453,617\u82f1\u755d-\u82f1\u5c3a (\u7e3d\u5eab\u5bb9\u768432%)\u4ee5\u53ca\u6c34\u5eab\u5132\u6c34\u91cf\u53ea\u6709\u5e73\u5747\u503c39-54%\u3002\u8981\u60f3\u9054\u5230\u6b63\u5e38\u7684\u964d\u96e8\u91cf\uff0cSan Jose\u5e02\u9700\u8981\u4e03\u500d\u7684\u964d\u96e8\u91cf\u3002<\/p>\n<p>\u524dSanta Clara Valley Water District \u7406\u4e8b Nai Hseuh\u89e3\u91cb\u8aaa\uff0cSacramento-San Joaquin Delta\u7684\u5065\u5eb7\u548c\u72c0\u6cc1\u56e0\u70ba\u591a\u5e74\u7ba1\u7406\u4e0d\u5584\u548c\u4eba\u53e3\u589e\u9577\u9020\u6210\u7684\u6c34\u6e90\u67af\u7aed\u800c\u4e0d\u65b7\u60e1\u5316\u3002\u76ee\u524d\u6700\u5927\u7684\u554f\u984c\u662f\u5982\u4f55\u5275\u9020\u51fa\u4f9b\u6c34\u3001\u6c34\u8655\u7406\u548c\u7ba1\u7406\u7684\u662f\u53ef\u6301\u7e8c\u6027\u65b9\u6cd5\uff0c\u5be6\u73fe\u4e0d\u518d\u5916\u5f15\u66f4\u591a\u6c34\u9032\u5165\u672c\u5730\u5340\u7684\u76ee\u7684\u3002\u8aaa\u5230\u9019\u4e00\u9ede\uff0c\u5c31\u5fc5\u9808\u63d0\u4e00\u4e0b Water Purification Clara Valley Water District Fights Drought with Sustainable Water Purification Center<\/p>\n<p>Reported by: Jocelyn Ho<\/p>\n<p>California is currently suffering one its worst droughts in history with record-setting levels of dry spells and parched weather. On January 17<sup>th<\/sup> of this year, the Governor declared a Drought State of Emergency as local water agencies were asked to implement their water shortage contingency plans. On January 28<sup>th<\/sup>, it was decided by the Santa Clara Valley Water District council that the water situation has escalated to \u201cStage 2: Alert\u201d, meaning we have not received the expected 250,000-300,000 acre-feet of rainfall, and recommended water usage reduction is at 10%.<\/p>\n<p>The Santa Clara Valley Water District manages an integrated water resources system that has 3 main objectives:<\/p>\n<ul>\n<li>Providing safe, clean, reliable water to the County\u2019s 1.8 million residents,<\/li>\n<li>Providing natural flood protection to homes, businesses, schools, and roads,<\/li>\n<li>Restoring, maintaining and nourishing healthy creeks and ecosystems by enhancing the quality of waterways and wildlife habitats.<\/li>\n<\/ul>\n<p>The district manages and serves:<\/p>\n<ul>\n<li>15 cities: including Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Los Gatos, Milpitas, Monte Sereno, Morgan Hill, Mountain View, Palo Alto, San Jose, Santa Cara, Saratoga, and Sunnyvale.<\/li>\n<li>10 dams and surface water reservoirs, 3 treatment plants, 3 pumping plants,<\/li>\n<li>275 miles of streams, 143 miles of pipelines,<\/li>\n<li>Local municipalities and private water retailers who deliver drinking water directly to homes and businesses in the county.<\/li>\n<\/ul>\n<p>In order to perform these duties, the Santa Clara Valley Water District must also ensure that its water supply and local dams must be protected from the potential impacts of earthquakes and natural disasters, as well as toxins, hazards and contaminants in their waterways.\u00a0 In 2008, the water district opened its most advanced Water Quality Lab, which houses special technologies that detect, analyze and remove toxins and pollutants to create safe drinking water. All tests performed in the lab are constantly monitored to meet strict state and federal approved safety requirements. The Water Quality Lab is responsible for tracking and maintaining safe drinking standards of groundwater in creeks, reservoirs, and basins, as well as the quality of recycled water in the county.<\/p>\n<p>&nbsp;<\/p>\n<p>Over the years California has experienced ups and downs in the supply and demand for our most valuable, yet underappreciated, resource\u2014water. In the 1920\u2019s Californians felt their first struggle with drought after groundwater supplies were rapidly depleted by the booming agriculture industry. Reservoirs and dams were built to accommodate water shortage, and basic water conservation and replenishment methods were developed. In the 1950\u2019s and 60\u2019s, skyrocketing growth in industrialization and societal development caused an even more devastating water shortage. To cope, the county began to import water from the Sierra Nevada, which remains to be one of the main water resources the population relies on today.<\/p>\n<p>Santa Clara County\u2019s water supply is obtained from these sources:<\/p>\n<ul>\n<li>30%- Local water from groundwater and rainfall, which flow into reservoirs, percolation ponds and creeks.<\/li>\n<li>55%- Imported water mainly from Sierra Nevada and the Sacramento-San Joaquin River Delta.<\/li>\n<li>5%- Recycled water is currently the smallest source, but is growing in importance and practice, and is critical to the drought-free water system<\/li>\n<li>10%- water conservation by reducing usage<\/li>\n<\/ul>\n<p>As the drought situation worsens into 2014, we cannot continue to rely on the same methods of replenishment as in the past. It is not a realistic or sustainable solution to continue importing water into the region as a main source, and water conservation alone is not efficient enough to maintain sufficient water supplies. Santa Clara County used approximately 362,700 acre-feet of water in 2012-2013. As of February 1, the county only received 21% of average total rainfall (1.61 inches), holds 53,617 acre-feet of local reservoir water in storage (32% of total capacity) and has reservoir storage levels at 39-54% of the average. The city of San Jose would need seven times as much rainfall as what we\u2019ve actually had to reach normal levels.<\/p>\n<p>Former Santa Clara Valley Water District Board of Directors Nai Hseuh explained that health and condition of the Sacramento-San Joaquin Delta has deteriorated over years of manipulation and resource depletion by our growing population. The biggest concern now is creating sustainable methods of water supply, treatment, and management without requiring more water to be imported into the area. In comes the Santa Clara Valley Water District\u2019s Silicon Valley Water Purification Plant, which has finished construction and is set to open in Spring 2014.<\/p>\n<p>The Silicon Valley Water Purification Plant is the largest advanced water purification center in Northern California. It is designed to purify and enhance the cleaning system and quality of recycled and treated waste water. This Purification Plant is a \u201cdrought-proof\u201d water treatment system with 3 main steps:<\/p>\n<ul>\n<li>Microfiltration: treated wastewater flows through filtration membrane modules made up of thousands of hollow fibers, which removes solids, bacteria, some viruses and larger contaminants. Each fiber is 0.1 micron, or 1\/300<sup>th<\/sup> of a single human hair.<\/li>\n<li>Reverse Osmosis: water is forced under high pressure through membrane sheets with holes so small that only water molecules can pass through. Salts, viruses, and contaminants from personal care products and pesticides are removed.<\/li>\n<li>Ultraviolet Light: as an additional safety measure, water is disinfected in chambers that emit strong ultraviolet light to eliminate any remaining viruses or organic compounds, leaving water of an extremely high quality.<\/li>\n<\/ul>\n<p>After the treated water goes through all these steps, it is sent to a final storage tank where chloramine is added. Water from the Silicon Valley Purification Center is sent to recycled water plants where it is blended in to enhance the water quality at those facilities. The mission of the Purification Center is to use the \u201cdrought-proof\u201d system to increase use of existing recycled water by enhancing the quality of recycled water, enabling it to be used for a greater variety of purposes (and potentially expanding Silicon Valley\u2019s drinking water supplies).<\/p>\n<p>Today, the Santa Clara Valley Water District continues to treat, import, and conserve water to meet our daily water needs. However, climate change, recurring droughts, pollution, and a growing population are increasing the pressure to meet water demands. It is crucial to combine existing methods with increased water conservation, and to expand the recycled water practice to provide enough clean water to current and future generations. Therefore, as responsible citizens we should act for long-term sustainable water solutions by conserving water usage and being conscious of our waste disposal and environment.
